Executive Order 13514 has a major impact on transportation in the federal government because moving things (people, goods, and even information) is a major contributor to greenhouse gas emissions. Reducing vehicle emissions and dependence on fossil fuel, managing fleets more efficiently to reduce trips, supporting and promoting telework opportunities--as well as more efficient computing--are all high impact changes.
